As a new year begins for our
Bar Association, I want to thank outgoing President Bill Koerner and last
year’s Board of Directors for a wonderful year filled with some memorable
events.
One event that stands out in
my mind is the retirement party for
then Clerk of the Circuit Court David
Bell.
The large number
of attendants to that
event certainly represented how much Dave
meant to everyone in
our community, but it
also demonstrated the
potential for attendance
at future Bar Association events.

Our Executive
Committee’s goal this
year is to make membership a fun experience.
We are committed to scheduling creative social
events and notifying members about
these events, but WE NEED YOU,
the members, to attend these events in
order to meet our goal.
Many of our
events come at no cost to our members and are great opportunities for
members to socialize with each other.

We will continue to schedule a
“Free B Friday” each month so that
members can stop by the Bar Office
and grab a cup of coffee and a donut
and talk about weekend plans.
On
September 19, 2008, Chief Judge Newman is graciously hosting a cocktail reception for Bar Association members.

In addition, the Annual Bar Association Picnic is scheduled for September
20, 2008 at Cherry Hill Park in the City
of Falls Church.
The picnic is free to
members and their families and it is a
great chance to play a friendly game of
softball.

With respect to continuing legal
education, the Executive
Committee has designated a
CLE Program Committee
to schedule interesting topics of discussion for our
members.
Some of these
CLE Programs will be held
at local restaurants during
lunch time so that our
members can earn credits
while enjoying a good meal.

In addition to attending events, we need
member participation in some of the
projects that we are planning this year.

Law Day provides an excellent opportunity for our association to give back
to our community.
Our Executive
Committee is planning to work with
our local schools early this year to address Law Day and scheduling members to visit schools as speakers to discuss the Rule of Law as well as Diversity in the Legal Profession.

We are committed to scheduling fun events that will generate the
large number of member attendance
that is capable of this great Bar Association.
All we need is you to reach
this goal.

David A.
Bell, Clerk of the Arlington County Circuit Court arrived for
his new job as a deputy
clerk under the late clerk,
Bruce Green, on February
1, 1971 and didn’t leave
the clerk’s office until December 2007, thirty-six
years later.

When he started
work there were four deputy clerks, two older gentlemen, Mr.
Bell and another young lawyer named
Henry Hudson.

During the intervening 37 years, David
got married, raised three
kids was elected clerk of
the court four times.

His tenure as clerk was celebrated at this retirement banquet on November 30, 2007
where hundreds
of people were in
attendance, including that other
young deputy
clerk, Henry E.

Hudson ( who is
now a federal
judge of the U.
S.
District Court, for the
Eastern District of VA , former U.
S Attorney and former head of the U.
S.
Marshall Service).

The dinner was held at the
Westin Arlington Gateway Hotel and
included many distinguished speakers
and presentations
of gifts and a photographic slide
show of David’s
life prepared by his
daughter, Jennifer.

David Bell
was born and
raised in Pennsylvania and graduated from his beloved Penn State
University in 1970.

After graduation
he worked as an
intern for congressman Joe
Vigorito of Pennsylvania and was urged
by his future father-in-law to apply for
an open job in the Arlington County
clerk’s office.
As Mr.
Bell remembers, Mr.
Green asked
him if he had any problem
moving boxes and files, to
which David responded,
“Well two summers ago I had
worked at a steel mill.
Does
that answer your question?”
He was hired, and as they say,
the rest is history.

Reaching out beyond the traditional Arlington legal community the
Board of Directors of the Arlington
County Bar Foundation selected Terri
Lynch as the 2007
recipient of the
William L.

Winston award.

This award is the
highest given by
the Foundation to
members of the
Arlington community who have
demonstrated exceptional dedication and service to
the rule of law.

The Winston Award was established in 1990 and named after Judge
Winston, the first recipient, who was
honored for his excellence as lawyer,
legislator, and judge who set a high
standard by which to measure future recipients.
The board of directors selects
a member of the Northern Virginia
community who has a long-standing record of public service, distinguished
themselves by advancing the principles
of enlightenment, knowledge and education in the area of the American system
of jurisprudence, as well as the promotion of democratic ideals and the advancement of the rule of law.

Terri is the director of the Arlington County Commission on Aging
who spent her entire professional career
in service to Arlington seniors.
Today,
when there is so much emphasis on the
problems, needs and interests of an aging population, the award
to Terri seems not only
fitting, but timely, as well.

Once again, the
award was presented at
the Foundation’s annual
Winston luncheon held
on November 19, 2007 at
the Army-Navy Country
Club.
In presenting the
award, foundation chairman, David Lasso, recognized Terri’s contribution
to the Arlington community.

In addition to remarks provided
by David Lasso speakers included
Charles Vasaly former executive director
of the Legal Services of Northern Virginia; Erica Wood, the American Bar
Association vice chairman of the Elder
  [Moins]
