RELATING TO EMPLOYEES IN THE GENERAL AND SUPERVISORY
MANAGEMENT REPRESENTATION UNITS

ORANGE COUNTY FIRE AUTHORITY
AND
ORANGE COUNTY EMPLOYEES ASSOCIATION
FOR THE
GENERAL AND SUPERVISORY MANAGEMENT UNITS
This is a consolidated Memorandum of Understanding that sets forth the terms of
agreement reached between the Orange County Fire Authority and the Orange County
Employees Association, as the Exclusively Recognized Employee Organization for the
General Unit and Supervisory Management Unit for the period beginning
December 14, 2006, through December 13, 2011.
Unless otherwise indicated herein, all
provisions shall become effective December 14, 2006.

AGREEMENT TO EXTEND THE TERMS OF THE MEMORANDUM OF
UNDERSTANDING BETWEEN IRVINE CITY EMPLOYEE ASSOCIATION AND CITY
OF IRVINE
The Irvine City Employee Association (ICEA) and the City of Irvine (City) agree to
extend the terms of the 2006-2008 Memorandum of Understanding for the period of July
1, 2008 to June 30, 2009 with the following amendments:
Article XIV - Salary: D.

Wage and Salary Range Adjustment

Effective the payroll period that includes July 1, 2008, the salary ranges of the
classifications covered by this Agreement and the base salary of employees in the
bargaining unit who are actively employed as of July 1, 2008, shall be increased by four
percent (4%.

Article XVIII - Benefits

Effective January 1, 2009 employees will have the option of enrolling themselves
and/or their dependents into a no-cost medical plan rather than being subject to the
cap as set forth in Article XVIII, item A.

Under the no-cost plan, the City will
provide any HMO Medical Plan and any HMO Dental Plan offered by the City, as
described in Article XVIII, item A.

Under this option, employees may choose
to upgrade from the HMO Dental Plan to the PPO Dental Plan, however the
employee will be required to pay the difference in premium between the HMO Dental
Plan and the PPO Dental Plan.

Beginning with the first pay period in July 2008, the cost provisions of Article XVIII.

, above, will apply to employees enrolled for calendar year 2008 in an HMO
Medical Plan.

Article XX - Leaves: E.
Personal Leave/Family Sick Leave

Effective only during the pay period that includes July 1, 2008, each active employee shall
be credited with an additional twenty-four (24) hours of Personal Leave.

MEMORANDUM OF UNDERSTANDING
Between
THE CITY OF PLACENTIA
and
PLACENTIA CITY EMPLOYEES ASSOCIATION
(PCEA)
The wages, hours and conditions of employment that are set forth in this Memorandum
have been discussed and jointly proposed by and between the staff officials of the City
of Placentia (hereinafter called "PLACENTIA") and the Placentia City Employees
Association (hereinafter called "PCEA") and shall apply to all the employees of
PLACENTIA working in the classifications set forth in Appendix "A".

The terms and conditions of employment that are set forth in this Memorandum have
been discussed in good faith between the staff officials of PLACENTIA and PCEA.
The
PCEA agrees to recommend acceptance by its members of all the terms and conditions
of employment as set forth herein, and the staff officials of PLACENTIA agree to
recommend to the Placentia City Council that the terms and conditions of employment
as set forth herein be implemented by resolution of the City Council.
Upon the adoption
of such a resolution, all the terms and conditions of this Memorandum so incorporated
shall become effective without further action by either party.

PLACENTIA and PCEA agree to a contract agreement effective September 27, 2004

ARTCLE I
PCEA RECOGNITION
PLACENTIA hereby recognizes the PCEA as the representative for all its members to
the fullest extent allowable under California law applying to public employees.
During
the term of this Memorandum, no substantive issue of representation shall be raised
contrary to this recognition; except that, during a period of time not more than ninety
(90) days and not less than sixty (60) days prior to the termination of this Memorandum,
any other representative may seek the status of recognition for the purpose of meeting
and conferring on behalf of some or all of the employees covered by this Memorandum
of Understanding.
Nothing contained herein shall restrict the right of any employee to
discuss individual problems of employment with PLACENTIA, provided that, upon
request of the employee, the PCEA shall be kept informed and have the right to be
present at all such meetings between PLACENTIA and the individual.

ARTICLE II
CHECK-OFF
PLACENTIA agrees to a check-off for the payment of the regular monthly PCEA dues,
OCEA dues, dependent insurance, and credit union; and to deduct such payments from
the wages of all PCEA members and employees when authorized to do so by said
members and employees; and remittance of such payments to the appropriate
recipients shall constitute payment of said sums by such employees and members of
PCEA.
