UGANDA How SPARS (Supervision, Performance Assessment, and Recognition Strategy) is helping people deliver better health care in Uganda Uganda’s Kapelebyong Health Center IV has six qualified health providers; however, the last supply stores assistant quit his job in 2001, leaving the store in the hands of staff who have no knowledge of medicines management. Martin Opio, the Senior Clinical Officer, attempted to fill the gap, but lacking skills in placing orders and calculating supply needs, the stock never lasted until the next delivery and some medicines continued to expire. The Ministry of Health’s Pharmacy Division and the Securing Ugandans’ Right to Essential Medicines (SURE) program developed the Supervision, Performance

MOZAMBIQUE The country became a PtD focus country following the June 2011 Global Positioning and Harmonization Conference. On this occasion, the Ministry of Health (MoH) recognized that while the health supply chain workforce is key to achieving national and global health goals because of its decisive role in ensuring that drugs and other health supplies reach the people who need them, “the human resources involved in the supply chain and distribution of health commodities have little to no training in logistics and supply chain management”. STRATEGIC PLAN Since its creation at the June 2011 Global Positioning and Harmonization Conference, the People that Deliver Initiative has been continuously working on developing its goals and structure. In February 2012, an important step was reached with the finalization of the Initiative’s Terms of Reference which formalized its initial governance structure. In April 2012, the PtD vision and mission were set: ‘build global and national capacity to implement evidence-based approaches to plan, finance, develop, support and retain the national workforces needed for the effective, efficient and sustainable management of health supply chains’. L’exemple au Burkina Faso Les trois dernières décennies ont été les témoins de nombreuses crises sanitaires mondiales. Dans l’ordre on peut citer l’émergence de l’épidémie de VIH au début des années 80, puis celle de l’encéphalopathie spongiforme bovine (autrement appelée « vache folle ») dans les années 90, celle du syndrome respiratoire aigu sévère (SRAS) au début des années 2000 suivie de la grippe aviaire H5N1 et enfin l’épidémie due au virus grippal H1N1 en 2009. Chacune de ces crises nous a montré qu’avec la mondialisation et la libre circulation des biens et des personnes, la santé de chaque individu dépend de l’autre, qu’il soit un proche voisin ou à des milliers de kilomètres.
