PREAMBLE Sustainable development action has taken the form of a number of UN-led conference commitments primarily agreed during the 1990s. The Rio Declaration on Environment and Development, Agenda 21, the Programme for the Further Implementation of Agenda 21, the Johannesburg Declaration on Sustainable Development, the Plan of Implementation of the World Summit on Sustainable Development, the Barbados Programme of Action and the Mauritius Strategy for Implementation, have historically all guided the international community in sustainable development through their agreed objectives. The MDGs culminated from the Millennium Declaration, and are no different in this respect.
