MEMORANDUM OF UNDERSTANDING BETWEEN THE ORANGE COUNTY WATER DISTRICT (“DISTRICT”) AND THE ORANGE COUNTY EMPLOYEES ASSOCIATION (“OCEA”) PREAMBLE Pursuant to Government Code Section 3500, et seq. , representatives of the Orange County Employees Association (“OCEA”) have met and conferred with the representatives of the Orange County Water District (“District”) and have reached an understanding and recommend that the Board of Directors for the OCWD adopt the following: ARTICLE I TERM OF AGREEMENT The term of this agreement shall be effective July 1, 2008 to June 30, 2009. ARTICLE II RECOGNITION This agreement applies to all employees represented by the OCEA as set forth in the attached salary table (Appendix A). ARTICLE III COMPENSATION Effective July 1, 2008 all employees represented by OCEA shall receive a base salary increase of three percent (3%). The salary and benefits increase is based on a CPI of 3. 3% with the parties agreeing to a salary increase of 3% as set forth in the attached salary schedule (Appendix A) and an increase in the employer contribution for heath insurance as set forth hereinafter in Article IV. ARTICLE IV HEALTH INSURANCE The “flat dollar” rates for employer contribution for employee only coverage and employee plus dependent coverage in effect on July 1, 2008, will be increased for all represented employees employed effective January 1, 2009 by the following: Employee (Retiree) Only Coverage: Increase by $30. 00/month Employee (Retiree) Plus 1 Dependent Coverage: Increase by $80. 00/month Employee Plus 2 or More Dependent Coverage: Increase by $100. 00/month
